  • Latest figures (4.04.): more than 1.1 million persons affected and seriously affected ("damnificados" or in direct need of assistance); approx 359.000 are girls, boys and adolescents,
  • 317.677 persons affected or seriously affected in the department of Piura only, which represents some 29% of the total affected/seriously affected population in the country, making Piura the most affected department.
  • 280.000 persons with limited access to health services in all affected areas
  • On 29.03. the Govt declared the state of national emergency in Piura (decree under LEMA updates)
  • Currently 12 of the 24 departments in Peru and the one constitutional province Callao have been declared in a state of emergency ,
  • 11 departments been declared in a state of sanitary emergency due to the stagnating water and health risks for 90 days
  • Damages caused by floods, landslides and mudslides have been reported in 24 of the 25 regions.
  • The National Disaster Risk Management Council (CONAGERD) leads the coordination of the response
  • The Govt- HCT response protocol has been activated on 18.03. which allows for a joint multi-sectoral rapid assessment to be undertaken currently and ensure complementarity of response. The HCT is in the process of preparing a Flash Appeal in consultation with the Government, as well as a request for funding from the Central Emergency Response Fund (CERF).

Background
  • Severe rains have been ongoing since Dec 2016 in Peru, and have intensified in the past few days/weeks, causing landslides, floods, flash floods, and mud flows
  • Scientists have called the phenomenon a "Coastal Niño" as the sea waters have only heated up significantly in the coastal areas of Peru and Ecuador and not in the entire Pacific Ocean (which is when it is called the El Niño phenomenon). Sea water temperature is currently 6 °C above normal in the coastal areas of Peru and, according to the Peruvian Government Multisectoral Committee on the El Niño Phenomenon (ENFEN), this Coastal Niño is expected to stay until April, with above than average rainfall expected during all this period.

Status of request for assistance
Following conversations between the UN Resident Coordinator and the Government counterparts, the joint Govt- HCT (Humanitarian Country Team) response protocol will be activated. However, there is no request for international assistance.
Additionally, on 18.03. the UN Resident Coordinator having consulted with the Government, requested OCHA to deploy an UNDAC team to support in particular in the multi-sectoral needs assessment and information management in the context of the ongoing emergency. The team is on the ground since 20.03.
ECHO ERCC informed that they have received a formal request for assistance (attached) through the Permanent mission of Peru to the EU. The ERCC is currently in contact with authorities to identify the most urgent needs.
WFP received a specific request to support in logistics operations and deployed specific expertise to this effect.
