Situation overview
Guidance on Submitting Offers of Humanitarian Assistance:

From 2 October Note Verbal, the Government of Indonesia has decided to receive, for the time being, assistance as follows:
1. Air transportations - the type of the aircraft is Hercules C-130, or alike. It is strongly advised that prior to the departure of the aircrafts from the sending states, the Embassy concerned in Jakarta sends the Verbal Note providing flight manifest to the Ministry for the flight clearance approval. In addition to this, the entry point for the aircraft is Sepinggan airport in Balikpapan. All operational and overhead costs shall be borne by the sending states. 2. Tents (shelter kits)
3. Water treatment
4. Electric generators
5. Any financial donation from the foreign governments should be channeled through the National Board for the Disaster Relief (BNPB). It is suggested that the financial donation from the Red Cross and NGOs be addressed to the Palang Merah Indonesia (Indonesian Red Cross).

Humanitarian partners must make concrete, written offers first, which will be reviewed to ensure the offer meet humanitarian needs, before granting access. AHA Centre is supporting BNPB in coordinating the offers of assistance. AHA Centre Situation Update #10 on M 7.4 Central Sulawesi Earthquake and Tsunami, for your reading and reference in action.

1) Updated information on disaster damages and impacts are available. First attempt in gap analysis based on the available disaster impact information and recorded relief items from international and national, as at 10 October, are provided . Humanitarian partners are encouraged to share their data for updating this gap analysis in various sectors and relief items.
2) More temporary mobile storage units are set in Palu Airport.
3) Landslide risk in several evacuation sites are available.
4) Summary of ASEAN Member States' responses are exhibit in this situation update.

Status of request for assistance
Update: National Disaster Management Authority BNPB - Regulations for International NGOs aiming to provide assistance in Central Sulawesi
1. Foreign NGOs are not allowed to go directly to the field. All activities must be conducted in partnership with local partners.
2. Foreign citizens who are working with foreign NGOs are not allowed to conduct any activity on the sites affected by disasters.
3. Foreign NGOs who already procured/prepared relief items in Indonesia need to register their assistance with the relevant ministries/agencies and mandated to work with local partners in distributing the aid.
4. If the respective NGOs have not registered their assistance with the relevant ministries/agencies, they are asked to register with BNPB for the distribution to the affected population in the field.
5. Foreign NGOs wishing to provide aid can do so through the Indonesian Red Cross (PM) or PMI’s – with the guidance of the related ministries/agencies or local partners.
6. Foreign NGOs who have deployed its foreign personnel are advised to retrieve their personnel immediately.
7. A monitoring of foreign volunteers is required.
8. The delivery of relief items is being coordinated temporarily by BNPB through Makassar and Balikpapan

Update: The Government of Indonesia (Head of BNPB) have indicated that national search and rescue resources are sufficient for the ongoing earthquake/tsunami response. Therefore, all international search and rescue teams that are on standby are kindly requested to stand down.
As of October 1, The government of Indonesia, through BNPB and Ministry of Foreign Affairs, have welcomed offer of international assistance as of 1 October 2018.
This statement was also delivered by BNPB during Emergency Briefing and Coordination Meeting Partners at AHA Centre Emergency Operations Centre on 1 October, 10.00 hrs.
Representative of BNPB has strongly stated that humanitarian partners should make concrete and written offers first, which will be reviewed to ensure the offer meet humanitarian needs, before granting access.
For information on specific needs for search and rescue teams (USAR) and emergency medical teams (EMTs), OCHA and WHO, with the AHA Centre, are in discussions with the Government of Indonesia on specific offers as a matter of urgency.
Government of Indonesia will only accept specific USAR and EMTs based on the relief teams indicated their availability on the V-OSOCC.

Here is the model decree that can be used to request international assistance. This “Model Emergency Decree for the Facilitation and Regulation of International Disaster Relief and Initial Recovery Assistance” is intended as a reference tool for voluntary use by states faced with a major disaster and the possibility of a large influx of aid providers.
