The official death toll rose to 602 deaths as of 9 April with more than 1,640 people injured, according to the Government. As of 8 April, nearly 239,682 houses were identified as totally destroyed (111,163), partially destroyed (112,735) or flooded (15,784). As for people living in collective sites, there was a significant decrease reported by the Government from 160,927 on 8 April to 73,740 on 9 April. The number of collective sites reported by the Government nearly halved, from 164 to 88. The biggest reduction was in Sofala, where 113 sites were reported on 8 April, compared to 37 on 9 April. The authorities have identified more than 28,000 vulnerable people across the IDP sites.
UNICEF estimated that 260,000 children are in critical conditions in the provinces of Sofala, Manica, Zambezia and Inhambane. Many areas remain without power and mobile network is gradually restored. The UN estimates that a total of 1.85 million people are in need of humanitarian support. Beira City (Sofala Province) has suffered extensive damage with almost 80 per cent of the economic infrastructure destroyed. Electricity has been restored to parts of the city, including at Beira hospital. Water supply has reportedly been reestablished, with 60 per cent of the pipes in the city having running water, according to WASH partners. More than 715,000 hectares of crops have been damaged, which will impact food security in the months ahead, particularly as the losses coincide with the annual harvest period. As of 9 April, according to the Ministry of Health, the total number of registered cholera case reached 4,072, with 495 new cases reported. Of the 4,072 cases reported, 3,989 cases have received medical treatment and are recovering. Meanwhile, the Oral Cholera Vaccination campaign ended on 9 April with 802,347 people vaccinated; 96 per cent of the targeted people. The National Institute for Disaster Management (INGC) has set up its Center of Operations for Beira in Beira airport. Members of the humanitarian community that are present in Beira are asked to participate in daily Operation Briefing at 0900h. For all those arriving into Maputo, daily briefings is held at 1100hs at the UNDP office to update on the situation, response and gaps, with latest information from the field.  Status of request for assistance
The Government of Mozambique has issued a Note Verbale formally requesting international assistance, including for all elements of the humanitarian response – food, shelter, education, health and non-food items, as well as logistical support, including air assets, boats and communications.

On 28th March, the President of Mozambique officially declared SAR phase over.

The Ministry of Health is coordinating all Emergency Medical Teams (EMTs) and has established an Operations Center in Beira.
International Emergency Medical Teams should not mobilize until their offer of assistance is approved and accepted by the Operations Center in Beira.
 Operational Response
  • In Dondo District, people whose houses have been destroyed are accommodated in 28 reception centers (seven in Mafambisse, three in Mutua and 18 in Dondo), established in schools, according to local authorities
  • OCHA Regional Office for Southern and Eastern Africa has deployed staff to support the Humanitarian Country Team, as well as the National Institute of Disaster Management's (INGC) which is maintaining its Center of Operations at the Beira airport, with inter-agency coordination currently being facilitated by WFP and COSACA
  • WHO Regional Office for Africa and WHO HQ have deployed additional staff to strengthen capacities in assessment, coordination and logistics.
  • More than 100,000 affected people have received WFP food assistance. WFP is also scaling up its commodity voucher
    assistance in Beira to assist 250,000 affected people for a full month. A WFP team is establishing an operation hub in Chimoio to support the response in Manica and a 20MT consignment of High Energy Biscuits (HEBs) arrived in Chimoio to be distributed to populations in isolated areas.
  • Emergency Telecommunication (ETC) partners have deployed ICT equipment and Télécoms Sans Frontière is providing connectivity at Beira airport to support the humanitarian community in the affected areas.
  • A self sufficient IPSS Medical team has deployed from South Africa, as well as a team of 15 rescuers with six pick up drives and one medical helicopter to support on the medical site.
  • The Indian Navy and the South African Air Force are supporting Government-led efforts to evacuate survivors from Buzi to Beira.
  • Between 20th and 21st March, an UNDAC team has deployed to Mozambique with the support of MapAction and IHP at the request of the UN Resident Coordinator a.i.
  • A dam expert has been mobilized by the UN Environment/OCHA Joint Unit through the European Union Civil Protection Mechanism to join the UNDAC team.

The Brazilian Government will send too planes with 40 search and rescue specialists, 1 dam specialists, boats, 4x4 vehicles, rescue equipments, rope rescue specialist, structural collapsed rescue specialists, swiftwater rescue specialists,self sufficient for 20 days. 1 of the firefighters is fluent for English, Portuguese Spanish.
 
Please be advised that visa process remains as per normal arrangements at this stage. Visas on arrival at Maputo International Airport can be obtained.

 
Is Visa on arrival in BEIRA also possible?
 
On 18 March the President addressed the nation (full text attached in Portuguese, with rough translation in English) and included the following: because of the scarcity (of
resources), we will continue to request and mobilize international support in
all dimensions.
On this basis, we are proceeding with mobilising international assistance in all forms.
However, please note that importation of supplies to Mozambique needs to be carefully coordinated and managed - there is limited warehousing available in Maputo and NO warehousing available in Beira. Transportation of supplies from Maputo to Beira is extremely difficult due to the limited number of air assets in-country.
Therefore, the immediate focus is on:
1) Search and Rescue, which the Government has specifically requested; and
2) Ensuring availability of air assets, which the Logistics Cluster is working on with partners.
 
Tips for staff going to Beira. Given the current shortage of accommodations and general situation on the ground and based on the field staff recommendations, we recommend all staff deploying to bring with them:

- Water purification tablets
- Sleeping bags (possibly small mattress) to sleep on the floor
- Local currency (dollars are no accepted in Beira)
- Power banks charger for phones
