Working across the Humanitarian-Development-Peace Nexus: What have we learned?

Aim: This session will highlight recent learning on how humanitarian actors, from across the sector, have been implementing HDP nexus approaches. It will build on ALNAP original research and findings from key evaluations to share lessons learned, barriers, challenges and a reflection on where more work is needed. To complement other policy level discussions to date on the HDP nexus, the focus will be on findings and lessons from empirical and evaluative evidence. Format and Participants: The session will involve a presentation, followed by interactive breakout groups to share reflections and to discuss key findings, including how to address sector wide barriers and how to further advance progress on HDP nexus approaches to achieve better collective outcomes for crisis affected communities. The session is aimed at both policy specialists and practitioners and the audience should come prepared to participate and engage. Background: For decades there have been calls to improve the coordination, connectedness and coherence of humanitarian and development actions. More recently, the focus on ending humanitarian need and addressing the underlying causes of protracted conflict, have underscored the need to include peace and peacebuilding. The ‘triple nexus’ approach was embodied in the 2019 OECD DAC Recommendation on the HDP nexus and built on the 2017 UN New Way of Working. To better understand how the triple nexus commitment has been translated into practice, ALNAP conducted internal research in 2021-2022 to map and analyse findings from HDP nexus evaluations. Key insights from this analysis were included in ALNAP’s 2022 State of the Humanitarian System Report, alongside findings from other mixed research methods including practitioner survey results and case study information on practice in DRC and Mali. This session will present those insights as well as new findings from a forthcoming ALNAP paper which goes into greater depth on the state of the evidence base, lessons learned and areas where further progress is needed. The session will highlight the work that remains to be done to achieve the transformational change and ambitions underpinning the HDP nexus commitment. We will also look at how accountable the sector has been in monitoring its own progress and suggest ways to improve this going forward.
