That communities in fragile, conflict-affected and violent (FCV) settings are disproportionally affected by climate-related and other disasters is no longer news. The humanitarian imperative to strengthen community resilience and enable proactive risk reduction is clear. However, the challenges, complexities and uncertainties associated with FCV settings mean that we are still lagging behind in expanding effective and sustainable disaster risk management to these areas.
This session will build on two new resources to support practitioners in their work in such settings: 1) A new handbook for the International Red Cross and Red Crescent Movement on “Navigating fragility, conflict and violence to strengthen community resilience”, published by the IFRC, ICRC, German Red Cross and Red Cross Red Crescent Climate Centre in October 2024 to support disaster risk reduction in FCV settings; and 2) a new toolkit on anticipatory action in FCV settings that will be launched by the Climate Centre, the International Water Management Institute and the Anticipation Hub in early 2025. These two resources provide practical guidance to navigate the challenges and uncertainties of FCV settings, assisting DRR practitioners in avoiding common shortcomings and increasing the chances of effectively reduced disaster risk through resilience strengthening, disaster risk reduction and anticipatory action.
Through several interactive exercises and serious games, session participants will explore key contents and tools of these two resources, including assessing the feasibility and conflict sensitivity of disaster risk management in different settings, understanding the multi-risk environment when fragility, conflict and violence intersect with other factors such as climate change, environmental degradation and health crises, and identifying opportunities to strengthen our own operations in FCV settings through peer-to-peer learning. |
