Session title: Strategic Insights: How Does Security Analysis Optimize Humanitarian Operations?

SessionAbstract

Security analysis can assess the risk of threats affecting the humanitarian community and generate thematic products on developing situations linked to fluctuations in the geo-political and socio-economic contexts. In addition, by providing data and identify trends, security analysis can enhance security risk management and humanitarian delivery.

This session will explore how security analysis and information enable humanitarian delivery, based on a comprehensive conversation from security analysts, emergency practitioners and other stakeholders in the humanitarian community.

UNHCR Senior Field Security Officer, Eric Le Guen


Eric Le Guen is the current analyst with the Field Security Service in Geneva. He joined UNHCR in 2011 holding the functions of roving Field Security Adviser, support analyst and Desk Officer for West and Central Africa, and Senior Regional Field Security Adviser in Kinshasa, Democratic Republic of Congo, covering Central Africa and the Great Lakes.

Prior to joining UNHCR, Eric worked twelve years in humanitarian operations and security risk management in Afghanistan starting in 2001 with ACTED and later ANSO, followed by Liberia, Sudan and New York with the International Rescue Committee (IRC). He also briefly served with the French military, with experience as a trainer for the United Arab Emirates military, and deployment as a CIMIC and UNMIK Liaison Officer in Northern Kosovo in 2000.

Eric Le Guen holds a Master of Arts in Applied Foreign Languages with a specialty in Crisis Analysis and Humanitarian Action from the Université Savoie Mont Blanc in Chambéry. He is an enthusiastic collector of old books, maps, and airlines’ vintage posters and prints.

UNICEF Deputy Principal Security Coordinator, Anne Carlson


Anne Carlson is the Deputy Principal Security Coordinator in the Office of Security Coordination (OSC) in UNICEF HQ. Prior to joining HQ, Anne served as Regional Security Adviser, EAPRO. Anne brings more nearly 20 years of experience in the United Nations Security Management System in both security operations and analysis, and has worked for DPKO, UNDP and UNDSS in addition to UNICEF. She has previously served in analytical and operational security roles in Afghanistan and Yemen, and as the Lead of the Analytical Procedures Team in the UNDSS Threat and Risk Assessment Service.

UNDSS DFO Senior Threat & Risk Assessment Officer, Gary Ermutlu

Gary has over 40 year’s professional experience in the military, private sector and the United Nations. In 2005, he established the analytical capacity for the newly formed UN Department of Safety and Security which became the Threat and Risk Assessment Service. Gary subsequently served as the Regional Analyst for the Middle East/North Africa/Afghanistan/Pakistan, Global Strategic Analyst and Chief, a.i., during which time he briefed and consulted with the UN Security Council. He is currently the Department’s Senior Threat and Risk Assessment Officer. Gary is a multilinguist, a supporter of South African Rugby and composes music for the Great Highland Bagpipe.
