In recent years, anticipatory action has gained significant momentum.
In 2022, there were at least 70 anticipatory action frameworks in place, covering
more than 7.6 million people and 15 types of hazard. An additional 97 frameworks
are currently under development. Moreover, a number of key policy fora and processes
recognized the role of anticipatory action in preventing and reducing humanitarian
needs- and called for its scale-up (e.g., the G7, the EU Council, the African
Union, ASEAN, the Sendai Framework Midterm Review). Despite these encouraging developments, the potential of anticipatory
action has not yet been fully realized. Several challenges remain, including the
amount of and access to funding, institutional barriers, operational capacities,
data gaps, and access to forecasts.
Addressing these challenges will require greater political support.
As anticipatory action is one of the priorities of the Grand Bargain 2023 - 2026,
this session will aim to explore where the Grand Bargain could bring the greatest
added value to scaling up anticipatory action. |
