Session Overview: In January 2023, the Inter-Agency Standing Committee (IASC) agreed to integrate core dimensions of anticipatory action (AA) into the Humanitarian Programme Cycle (HPC). This decision supports the gradual mainstreaming of AA across established humanitarian processes and coordination approaches. The session will focus on emerging practice and relevant examples across operations (Somalia and Nigeria). It will explore how improved risk analysis and monitoring in these contexts has supported risk-informed planning, enabling a strategic focus on and facilitating operational coordination of both response readiness and AA efforts ahead of priority risks.
Objectives: Participants will explore and better understand: - why a greater focus on risk-informed HPCs makes strategic sense; - how core elements of AA can be mainstreamed into recurring HPCs to be betterprepared for and anticipate predictable shocks; - how more risk-informed Humanitarian Needs and Response Plans can enhance operational planning, including by clusters and organizations; - if and how donors may be able to support more risk-informed HNRPs.
