Session title: Unlocking Development Solutions in Crisis Contexts: Embracing Area-Based Approaches

SessionAbstract

Amid complex crisis contexts in recent years, the normative frameworks of the peace and development landscape have evolved to reflect emerging discourse and programming approaches to ensure the integration of SDG achievement and Nexus implementation. First, recognition of the increasingly protracted nature of the crisis has led to a redoubled effort to break down programmatic siloes across the ‘humanitarian-development-peace’ (HDP) nexus. Second, complex, fast-changing, and territorially differentiated challenges have resulted in rising investment by development actors into the exploration of integrated, multi-stakeholder, and portfolio-based alternatives to siloed thematic programming. Third, communities expect active engagement in the co-creation of development and transformative solutions in conflict-affected settings.

Linked to this is the need for a localized – area-based led operational environment for coordinated humanitarian response, development, and peacebuilding, that can be applied across the humanitarian-development-peace nexus, can integrate interventions from multiple sectors, and is locally owned. By collaborating with governments, communities, and partners the area-based local challenges, needs and opportunities are identified, and the co-creation of systemic context-specific solutions that leave no one behind is supported. This also helps to strengthen local ownership, trust, and resilience; to mobilize and optimize resource utilization; and effectively to leverage knowledge. Consequently, local actors are better equipped to become active agents of change, responding to crises.

Agenda

The Session focuses on

· Acknowledging that complex, fast-changing, and territorially differentiated challenges have resulted in the exploration of integrated and multi-stakeholder alternatives to siloed thematic programming across the HDP Nexus.

· Strengthening local solutions to better equip building ownership, trust, and resilience; optimizing humanitarian and development resource utilization and consequently, responding to crises.
