Session title: Partnership with Organizations of Persons with Disabilities: How to Bridge Disability Inclusion and Localization

SessionAbstract

Local organizations of persons with disabilities (OPDs) are an important reference point to ensure effectiveness and acceptability of humanitarian action. However, collaboration between these organizations and humanitarian actors may face some challenges. In this event, humanitarian actors and local OPDs will share their perspectives on collaboration based on successful and more difficult experiences. Through this conversation, IASC priorities on financing, leadership and capacity sharing will be explored in relation to engagement of local OPDs. The aim is that participants will leave the event with some practical tips and lessons learned on how to ensure equal and meaningful partnerships with OPDs to strengthen localization and disability inclusion.

Questions the session will aim to address
1. How can we strengthen dialogue and exchange between humanitarian actors and local OPDs, as well as increase funding to local OPDs, participation and leadership of local OPDs in coordination, and investment in institutional capacity for local OPDs?
2. What challenges do local OPDs face in engaging in humanitarian action, both as local actors and as persons with disabilities?
3. What concrete measures are recommended to strengthen partnership and collaboration between humanitarian actors and local OPDs in emergency preparedness and response?

•Opening remarks: USAID Bureau on Humanitarian Assistance (Keren Yohannes, USAID)

Disability Inclusion and Localisation : reflections from current practice (50 min)

•How can the current Localisation efforts contribute to support stronger participation between OPDs and Humanitarian actors – (Philimon Majwa, UNICEF)

•The role of funding promoting participation and collaboration with OPDs: Key messages arising from the GLAD Disability and Localization report (Talin Avades, IDA)

•Bridging collaborations between mainstream humanitarian actors and OPDs: Bridge Art 11 (Amba Salelkar, IDA Bridge Team)

•Country examples:

War in Ukraine: OPDs and humanitarian actors collaboration in the response – Vitalie Mester, Executive Director of the Moldova Centre for the Rights of Persons with Disabilities (CDPD), and Larysa Bayda, project coordinator of the National Assembly of Persons with Disabilities in Ukraine (NAPD)

Indonesia: Partners for Inclusion- Localizing humanitarian response (PIONEER) though an Elrha innovation grant. Husna Yuni Wulansari, ASB Indonesia and Pak Siddiek representative of the Working Group of OPDs in Central Sulawesi.
