Session title: Ready When It Matters: Getting Prepared for the Final Hurdle of Delivering Anticipatory Actions

More than a decade after Anticipatory Action (AA) began to gain traction through pilot initiatives, operational readiness remains a critical but frequently underestimated determinant of successful AA implementation. While triggers and anticipatory action frameworks are increasingly well defined, many AA interventions continue to face delays or bottlenecks at the moment of activation due to gaps in preparedness, coordination, and delivery capacity.

This session examines what is required to make Anticipatory Action work in practice, with a specific focus on operational readiness. Drawing on experiences across multiple hazard contexts, the session explores readiness from two complementary perspectives. The first is the operational realities faced by AA practitioners responsible for implementing anticipatory actions within short lead times. The second is the systemic and enabling role of AA actors that support partners through financing, coordination, and technical assistance.


Objectives

  • Articulate the critical operational readiness conditions required to enable timely and effective activation of Anticipatory Action across different hazard contexts.

  • Share practical lessons and implementation experience from AA practitioners and enabling actors on how readiness gaps can be identified, addressed, and tested in advance.

  • Identify concrete approaches for strengthening targeting and delivery mechanisms that allow anticipatory actions to be implemented rapidly, equitably, and accountably once triggers are met.
